Here you can see how many ships of what type are in what fleet, and their ETA to another planet.
This page is your mission control, you prepare your fleets, you launch them, recall them and so on. Make sure the fleets you use are equipped for their job, or you might loose them. Any ships lost in an attack will generate salvage at 20% of the original cost, ships lost when defending will generate salvage at 40% of the original cost. Salvage is auto harvested and added to your current resource amounts.
You can't attack planets in your own galaxy, as they are intended to be your allies. But you can send defence.
You can only attack/defend planets that are at least 50% of your score.
